It is advisable to enter into Ihram before reaching the Miqat, out of concern for possibly overshooting it. It is not permissible to delay entering into Ihram until Jeddah. Furthermore, menstruation does not prevent one from entering into Ihram, but circumambulation (Tawaf) is not permissible until after purity and performing ghusl (ritual bath).
