Is it permissible for the wife to go out to work or reserve a job without her husband's consent, especially if the husband wishes to establish Allah's law in his home, is financially capable, and there was a prior agreement that the wife would not work?

A wife is not permitted to go out to work without her husband’s permission. This is further emphasized if he stipulated before the marriage contract that she should not work. If she goes out without his permission, she is disobedient and defiant (nashiz), rebellious against Allah and His Messenger, and exposes herself to Allah’s wrath and punishment.
