What is the ruling on praying without covering the shoulders or upper arms?

The two shoulders are the shoulder blades, and the neck-shoulder area (atiq) is the space between the shoulder blade and the base of the neck. The majority of scholars have affirmed the validity of prayer without covering the two shoulders or the neck-shoulder area, interpreting the prohibition mentioned in the Prophet's saying, "None of you should pray in a single garment with nothing on his shoulders (atiq)," as an act of dislike (karahah) rather than prohibition (tahrim). This is supported by the Prophet's saying, "And if it is tight, then use it as an izar (waist wrapper)," and because the shoulders and the neck-shoulder area are not part of the awrah (private parts that must be covered).
