Concerning whom was the noble verse "We will brand him on the snout" revealed, and what was the reason for its revelation?

It has been said that the verse was revealed concerning Al-Walid ibn Al-Mughirah, or Al-Akhnas ibn Shuraiq, or Al-Aswad ibn Abd Yaghuth. Regardless of whom it was revealed concerning, Allah forbade His Prophet, peace and blessings be upon him, from obeying anyone characterized by the attributes mentioned in the verses. These attributes are general for anyone who possesses them, because the Quran was revealed for the guidance of creation, and some verses are revealed for a specific reason to clarify a general rule.
