Does the discharge of semen-like drops after a short period of arousal necessitate Ghusl (ritual bath), and is this considered Waswasa (religious scrupulosity/obsessive thoughts)?

The شبه المني (semen-like discharge) that comes out after urination is al-wady. This necessitates istinja' (washing the private parts) and wudu' (ablution), but does not necessitate ghusl (ritual bath). As for one who doubts whether the discharge is semen or something else, he has the choice to assign it the ruling of whatever he wishes from among the possibilities he is uncertain about.
