Is zakat obligatory for the coming year on money for which zakat was paid this year, and which is in the custody of an agent who spends from it on its owner?

If the money reaches the niṣāb and a full year passes without it decreasing, zakat becomes obligatory on it. The guardian must then disburse it with the intention of it being the zakat of the owner of the money.
