If the husband intended to issue a divorce by his words, then the divorce is effective, and he may take his wife back before the 'iddah (waiting period) ends, if it was the first or second pronouncement. However, if it was the third pronouncement, she does not become lawful for him again until she marries another man, he consummates the marriage with her, and then divorces her. If the husband was untruthful in his statement about the occurrence of divorce, then the divorce is legally effective (qada'an) according to the Shafi'is and Hanafis. As for the Hanbalis, they consider it effective both legally (qada'an) and religiously (diyanatan).
