Is it permissible in Wudu' to suffice with passing water over the feet without rubbing them?

Passing water over the feet without rubbing them is sufficient according to the majority of scholars. They agree that the flow of water over the limbs is enough for their purification in ablution (wudu) and ritual bath (ghusl), and rubbing (dalk) is not a condition. Malik and Al-Muzani disagreed with this. It is necessary to ensure that water reaches all parts of the limb being washed.
