Is there a saying from any of the scholars regarding the non-necessity of spreading water thoroughly over the limb during ablution, and what is its evidence, and what is the sufficient amount for washing the limb?

The pillars of Wudu are four, as mentioned in the verse: "O you who have believed, when you rise to [perform] prayer, wash your faces and your forearms to the elbows and wipe over your heads and wash your feet to the ankles." It is obligatory to cover every limb that is washed with water, unless there is a legitimate Islamic excuse. The four Imams agreed on the obligation of covering the hands and elbows with water. As for wiping over the head, scholars have differed regarding the obligation of covering the entire head.
