Is the wife obliged to travel with her husband who has traveled to a European country for study? Is the husband sinful or neglectful of a right of his wife and children if he travels alone to their home country for a summer vacation on one occasion?

A wife is not permitted to refuse to travel with her husband if she did not stipulate that in the marriage contract, as long as the travel is safe. He is not obliged to travel with her to visit her family every year. If he travels alone and leaves her and their children safe, and spends on them reasonably, there is no sin upon him. However, it is preferable for him to travel with them as an act of kindness to them and to maintain ties of kinship.
