Must a girl marry the one with whom she committed a sin, even if she despises him, or can she marry another person after having made a covenant with Allah to do so, and how can atonement be made for this covenant?

A covenant with Allah must be fulfilled, as Allah Almighty says: "And fulfill the covenant of Allah when you have covenanted," and "And fulfill the covenant; indeed, the covenant will be questioned." The Prophet, peace and blessings be upon him, said: "There is no religion for one who has no covenant." If the covenant is for an act of obedience, it is a vow and an oath. If it is not for an act of obedience, it is only an oath.

A girl's covenant to marry a specific man is recommended to be fulfilled. However, if she believes that it is better for her religion not to marry him, then she must offer expiation for breaking an oath (kaffarat yamin). It is not obligatory for a woman who has committed a sin with a man to marry him; rather, she must repent. She should not choose such a man for marriage, while emphasizing the impermissibility of having a relationship with a non-mahram man before marriage.
