What is the ruling regarding a husband who does not provide for his wife, neglects his children, and thinks only of himself, while she spends on him and fears leaving him due to him having no shelter, and she treats him in a way that pleases Allah despite her lack of affection or desire for marital intimacy? And what is the ruling regarding her spending and raising her children with a sound Islamic upbringing and helping them memorize the Quran?

The husband's financial support for his wife is an obligation according to Islamic law. The wife is not obligated to spend, even if she is wealthy. However, her assistance to her husband is among the noble virtues. The wife has the right to demand maintenance through a court order or to seek separation if the husband refrains from spending. If she chooses to be patient with him, that is more preferable. We advise the wife to be patient with her husband, considering his old age, as a loyalty to their companionship, and to keep the family together. As for the wife's response to intimacy, if she agrees to remain with a husband who does not provide for her, she has the right to refuse him intimacy. However, it is better for her not to refuse his request without a valid excuse. A wife spending on her husband is a great act of devotion, and raising children according to the Islamic methodology and teaching them the Quran are among the greatest deeds that benefit a woman in this world and the Hereafter.
