Is the severing of kinship ties (qati'at ar-rahim) through enmity or through not visiting?

It differs based on ability and need, with some acts being obligatory and others recommended. One who performs some acts of kinship maintenance is not considered a severer, but if one falls short of what they are capable of, they are not considered a maintainer. Hostility towards kin is a severance of ties. However, abstaining from visits is not necessarily a severance. If the abstention is for a legitimate reason, it is not considered the forbidden severance.
