Masturbation is forbidden, and repentance from it is obligatory. It does not necessitate ghusl (ritual bath) unless it results in the emission of semen, by consensus. Whoever masturbates and does not emit semen is not required to perform wudu’ (ablution) simply for that reason. Rather, wudu’ becomes obligatory due to other matters, such as touching the private parts without a barrier. There is a fatwa that explains the characteristics of a woman’s maniyy (seminal fluid) and the difference between it and madhiy (pre-seminal fluid). A menstruating woman who becomes in a state of janabah (major ritual impurity) only needs one ghusl for both janabah and menstruation.
