The default rule is that menstruation continues until its cessation is certain. It is not permissible to fast or pray if there is doubt about its end. However, the Dhuhr prayer is obligatory because the woman attained purity before its time elapsed. As for fasting on that day, it is not valid and must be made up after Ramadan, because menstruation was present at the beginning of the day.
