What is the ruling on a man who attends weddings where there is dancing and singing, and allows his family members to dance in front of people, then regrets and repents and pledges to God not to return, but he repeats the act every time he is invited? And is there repentance for him?

It is not permissible for a Muslim to attend parties and weddings that include forbidden acts. A man allowing his family to dance in them is among the forbidden acts that invalidate his testimony. Sheikh Abdullah Al-Shinqiti issued a fatwa stating the invalidity of the testimony of one who allows his wife to attend such weddings. Repentance from sin is accepted if it fulfills its conditions. If the covenant with Allah is without an oath, some scholars are of the opinion that expiation is obligatory for breaking it. He must fulfill his covenant and repent to Allah.
