The recipients of are specified in the Holy Quran in His (Allah's) saying: "As-Sadaqat (Zakat) are only for the Fuqara' (poor), and Al-Masakin (the needy) and those employed to collect (the funds); and to attract the hearts of those who have been inclined (towards Islam); and to free the captives; and for those in debt; and for Allah's Cause, and for the wayfarer; a duty imposed by Allah. And Allah is All-Knower, All-Wise." So, if the workers are among these categories, for example, if their income is insufficient to cover their basic needs and those they support, or if they are in debt that they cannot repay, then it is permissible to give them Zakat.
