What is the ruling on giving Zakat al-Fitr to workers?

If the Muslim workers' wages are insufficient for their expenses and the expenses of those they support, then they are poor and eligible for Zakat. However, if they are well-off and do not need Zakat, then it is not permissible to give it to them, for Allah Almighty says: "Indeed, [prescribed] charitable offerings are only for the poor and the needy."
