It is permissible to give zakat to poor or needy workers with certainty or strong presumption. It is not permissible if there is doubt about their eligibility, as one's obligation is not discharged except with knowledge or a strong presumption that they are among the recipients of zakat. Therefore, if one doubts whether the recipient is eligible for zakat, their obligation is not discharged. A Muslim patient who needs treatment and does not possess the means is considered among the poor or needy, and it is permissible to give zakat to him.
