Is it permissible to pay Zakat to a person of unknown means who claims poverty and need due to health and financial circumstances?

The zakat payer must investigate the recipient. If he is reasonably certain of their eligibility, he should give them the zakat. If he is doubtful, informing them that it is zakat suffices. The recipients of zakat are the eight categories mentioned in the Quran: "Indeed, [ prescribed ] charitable offerings are only to be dispensed to the poor and the needy, and to those who work on [ collecting ] them, and to those whose hearts are to be reconciled [ to Islam ], and to [ free ] those in bondage, and to the debt-ridden, and for the cause of God, and to the wayfarer." It is not a condition for the poor to be known as such, as a poor person might be self-respecting. Whoever claims poverty, while their situation is unknown, is given after being informed that it is zakat, as the Prophet, peace and blessings be upon him, did. Zakat is given to whoever does not find what suffices for his expenses and the expenses of his dependents, or if what he earns does not suffice his usual expenses. The majority of jurists believe that whoever has a profession that suffices him is not eligible for zakat. If it does not suffice him, he is given from it the completion of his sufficiency. If he needs a tool for his profession or capital for trade, that is given to him from zakat. As for the Hanafis, they believe that the eligible poor person is one who possesses less than the nisab, even if he is earning.
