How does one pay the zakat on his money if he does not find a poor person deserving of it, and is it a condition to search for the poor person to whom zakat is valid, taking into account the saying that one who abandons prayer is not entitled to zakat?

The owner of wealth must search for those eligible for zakat and pay it to them. It is not permissible to transfer it outside the country where it became obligatory unless there are no eligible recipients there, or if those to whom it will be transferred are in greater need and poverty. In this case, it is recommended to transfer most of it to them. The poor person eligible for zakat is one who does not possess enough to suffice himself and his dependents. One who abandons prayer out of negligence and laziness is considered a transgressor, and zakat is permissible for him. As for one who abandons it out of denial, he should not be given from it.
