The answer

Zakat al-Fitr is not obligatory upon disbelievers, and it is not permissible to give them from it. However, it is permissible to show kindness to them from sources other than the obligatory Zakat. It is incumbent to rely on Muslim workers instead of them, because the Messenger of Allah (peace be upon him) enjoined the expulsion of disbelievers from the Arabian Peninsula, saying: "Two religions shall not coexist in it."
