Is it permissible to give Zakat al-Fitr to men who solicit it in marketplaces, while their level of religiosity is unknown, or they appear to be adorned, or they receive salaries but are weak in faith?

Zakat (definition) al-Fitr is given to the poor Muslims, even if they are disobedient, as long as their disobedience does not expel them from Islam. The criterion for the poverty of the recipient is their apparent condition, and the one paying it should strive to find righteous poor people. If it later becomes apparent that the recipient was wealthy, this does not harm the payer, and the zakat is considered valid.
