What is the ruling on taking payment for teaching the Holy Quran to children?

Scholars have differed on the ruling of taking compensation for teaching the Qur'an, with three opinions: absolute prohibition, or conditional permissibility by distinguishing between taking sustenance from the public treasury or an endowment to aid in obedience, not as compensation, or absolute permissibility because it is hiring for a known work. The most preponderant opinion is the latter, based on the hadith of Ibn Abbas, may Allah be pleased with them both: "Indeed, the most deserving thing for which you take a wage is the Book of Allah."
