Is every instance of divine predestination (tasyir) and human choice (takhyir) considered part of destiny (qadar), or is only divine predestination (tasyir) destiny while human choice (takhyir) is accountability (taklif)? And did Allah's knowledge precede the outcomes of both, and were they written in the Preserved Tablet? And how is human will connected to the will of Allah Almighty?

Man is both predetermined and has free will; he is predetermined because nothing will occur from him except what Allah Almighty has decreed, and he has free will because Allah Almighty has given him ability and choice. Both are part of Allah's decree, so nothing falls outside the decree of Allah. Man's will is linked to Allah's will, as Allah Almighty says: "And you do not will except that Allah wills" (Al-Takwir: 29). So, man's will only comes after Allah's will. And if Allah willed that something should not be, it would not be, even if man desired it.
