Is Zakat obligatory on the funds of a housing cooperative, whether in the general budget or in one of its two parts (the equipment budget or the operating budget)?

Zakat is obligatory on the funds of a cooperative if the share of each member reaches the nisab (minimum threshold) and a hawl (one lunar year) passes over it, regardless of whether the budget is for equipment or operational expenses. This applies if the cooperative is private and benefits only its members. However, if the cooperative is public and the money is allocated to serve all the people of the village and does not return to its owner, then Zakat is not obligatory on it because it has exited the private ownership of its owner.
