Is it permissible to inform others of a past, openly committed sin with the aim of inviting them to emulate (one's repentance), or is this considered publicizing sins?

A Muslim is not permitted to disclose the sins he has committed, whether he has repented from them or not, because this is considered revealing Allah's concealment and publicizing a sin, which is forbidden by Islamic law.

However, an exception to this is disclosing a sin to achieve a preponderant legitimate interest, such as seeking advice, a fatwa, or treatment for falling into sin, provided that this is not done out of publicizing or mockery.
