Is it obligatory to make up the missed prayers (Dhuhr and Asr) due to inability to move following epidural anesthesia for childbirth, knowing that the delivery took place one hour before Maghrib?

The inability to stand and move is not an excuse for abandoning prayer. The sick person prays according to their ability, as Allah Almighty says: {So fear Allah as much as you are able} (64:16), and {Allah does not charge a soul except [with that within] its capacity} (2:286). The Prophet, peace and blessings be upon him, said: "Pray standing; if you are unable, then sitting; and if you are unable, then on your side." One must perform the pillars of prayer to the best of their ability, and for what they are unable to do, they should perform it with intention. Prayer is not forsaken except by the loss of intellect.
