If your sister is in an emotional relationship with a foreign man, she has committed a reprehensible act. Supplicating for her is one of the best means of rectifying her, especially from the parents. Her father is her guardian and responsible for her, and he must be firm with her. The default for a Muslim is safety, and proving zina (fornication/adultery) is a serious matter with precise legal conditions, and the implementation of hudud (punishments) is the prerogative of the ruler. If she repents, conceal her matter; if she persists, inform her guardian for the greater good. Disavowing her bad actions is permissible, but do not let her do as she pleases. Her guardian should boycott her if boycotting is beneficial. If the young man is a disbeliever, it is not permissible for her to marry him until he believes.
