Is it permissible to pay the expiation (kaffarah) for not fasting Ramadan in previous years to help a poor girl get married?

The expiation for delaying the making up of missed fasts is feeding a needy person for each day, by providing them with breakfast or dinner, or by giving them approximately 750 grams of wheat or half a Saa' of other staple foods. It is permissible to provide the feeding before, after, or during the making up of the fasts, but it is preferable to do so before. According to the majority of scholars, paying the monetary value is not sufficient. However, Sheikh Al-Islam Ibn Taymiyyah held the view that it is permissible in cases of necessity or for a public interest, and therefore, there is no harm in giving it to a poor girl.
