If he fears illness from performing ghusl, it is permissible for him to pray at home, as the fear of illness is an excuse that permits abstaining from congregational prayer. The majority of those who consider congregational prayer obligatory do not stipulate that it must be performed in the mosque. So, if there is a congregation at home, he should pray with them.
