Does the reciter's chanting of a verse from Surat Al-Ahzab before beginning the recitation of verses from Surat Al-Jumu'ah on Friday have a legal basis?

Designating the muezzin on Friday to recite specific verses is an innovation (bid'ah) for which there is no evidence. Seeking refuge (isti'adha) before reciting the Qur’an is recommended, not obligatory.
