Is it permissible to pay a sum of money to someone to falsify employment papers (salaries) to submit them to the government for the purpose of obtaining a residency permit for one's wife, especially when real employment is unavailable, and is this considered a prohibited bribe?

"This act constitutes fraud, forgery, and bribery. The fundamental principle for a Muslim is not to lie, forge, or offer bribes, except in cases of necessity and for a legitimate, recognized interest, such as repelling injustice. Bribery is defined as that which is given to invalidate a right or establish a falsehood. As for what is given to attain a right or repel injustice, it is not considered bribery. Forgery, fraud, and bribery for the purpose of a wife or a person residing in a non-Islamic country are not considered necessities that permit lying and violating laws. Rather, it is a sin that requires repentance through regret and a firm resolve not to return to it, and by increasing acts of obedience."
