If a young man fondles a young woman without penetration, his act is a grave sin (figurative fornication); because it is a means to real fornication, which necessitates the prescribed punishment (hadd). This act does not necessitate the legal hadd punishment unless there is penetration, but it does necessitate a discretionary punishment (ta'zir) determined by the ruler. Any resulting pregnancy is not attributed to him, but rather to her mother. Whoever falls into sin must repent and conceal himself.
