If the owners of the merchandise are not residents of the city and are unaware of market prices, then the prohibition against intercepting riders applies to them, due to the harm inflicted upon them and their ignorance of the price, which makes them susceptible to being cheated. However, if they are market vendors who are knowledgeable about its prices, there is no harm in purchasing the merchandise from them before it reaches the market.
