The answer

If you swore to perform Umrah in Ramadan, and the month passed without you performing it, then you have broken your oath and atonement is obligatory upon you. The atonement for an oath is: feeding ten poor persons, or clothing them, or freeing a slave. And whoever cannot find [the means], then fasting for three days, as Allah the Almighty says: (Its atonement is feeding ten poor persons from the average of what you feed your own families, or clothing them, or freeing a slave. But whoever cannot find [the means] - then fasting for three days.)
