Is it permissible for a friend to demand the return of rent he paid for accommodation that was not utilized, even though he knows his friend, for whom he paid the rent, also did not utilize it?

Your friend does not have the right to claim back what he paid for rent, even if he did not reside in the apartment, as long as he entered into the rental contract. The rent is due from him, even if he did not utilize the property.
