Is it permissible for an employee to accept compensation that obliges him to fill out forms containing inaccurate information to justify it, and is it permissible for him to claim compensation for transportation expenses that he did not personally incur?
What was mentioned in the first question is a type of prohibited lying, unless filling out the forms is the only way to obtain a deserved compensation, and provided that the official is authorized to disburse compensations in this manner. If it is a circumvention by the officials, then it is not permissible, and the money must be returned to the workplace, or spent on the poor, the needy, and public interests if it is not possible to return it.
As for the second question: It is not permissible to take transportation expenses that the entity is not obligated to provide by contract, and it is not permissible to obtain them through lying and deception.
