Is it permissible for one woman to massage the body of another woman who is wearing a swimsuit that reveals parts of her body?

It is not permissible for a woman to expose the area between her navel and knee to any other woman for massage or adornment. This area is considered awrah (private parts) for a woman in front of another Muslim woman who is not immoral. However, if the masseuse is a disbeliever or an immoral Muslim woman, it is not permissible to reveal to her anything but the face and hands. If a woman wishes to have a massage, she must wear what covers her awrah, and the masseuse must be a trustworthy Muslim woman who is not immoral. The massage should take place in her home, not in beauty salons or public baths, except out of necessity.
