Is the ruler obligated to collect Zakat, considering that the Islamic Research Academy rejects the extraction of Zakat by force of law, whereas Abu Bakr Al-Siddiq fought those who withheld it?

Zakat is one of the pillars of Islam, and it is incumbent upon the ruler to establish this ritual. The Prophet, peace and blessings be upon him, used to send collectors (su'at) to gather zakat, and the Imams after him did likewise. The Companions agreed to fight those who refused to pay it. The Imam sending collectors is specific to overt wealth (mal zahir). As for hidden wealth (amwal batina), its owners pay its zakat, and if the Imam requests it, it is given to him.
