Do all discretionary punishments cease upon repentance and confession of sin to the ruler, even if the sin is repeated and has no prescribed penalty or expiation?

"Whoever commits a sin must conceal himself and repent sincerely to Allah. He should not confess it to a ruler or anyone else, based on the Prophet's (peace be upon him) saying: 'Whoever commits any of these abominable acts should conceal himself with Allah's concealment, for whoever exposes himself to us, we will apply Allah's كتاب (law) upon him.' Sincere repentance erases what came before it, and many scholars hold that chastisement (ta'zir) is waived with repentance, while some others are of the opinion that chastisement is permissible after repentance."
