Is it legislated to raise the hands and say "Allahu Akbar" when rising from prostration in the second, third, and fourth rak'ahs?

Scholars have differed regarding raising the hands after rising from prostration. The majority of scholars hold that hands should not be raised, citing the hadith of Ibn 'Umar, agreed upon [by Al-Bukhari and Muslim], that the Prophet, peace and blessings be upon him, did not do so. Some scholars, however, have permitted it, as it is authentically reported from the Prophet, peace and blessings be upon him, in various narrations, such as the hadith of Abu Hurayrah recorded by Abu Dawud and others. Raising the hands is also reported by An-Nasa'i and Ad-Daraqutni with two authentic chains of transmission. These affirming hadiths are given precedence over the negating ones. A group of Shafi'i scholars adopted this view, and it is also a saying attributed to Malik and Ash-Shafi'i. Ibn Hazm also held this opinion. It appears that the Prophet, peace and blessings be upon him, did this occasionally, not consistently.
