What is the ruling on calling for the congregational Night Vigil Prayer (Salat al-Qiyam) with the phrase "Salat al-Qiyam, may Allah reward you"?

The jurists have agreed that the adhan (call to prayer) is specific to the five obligatory prayers and is not performed for other prayers such as the funeral prayer, Tarawih, the two Eids, or the eclipse prayer. This is based on the hadith of Jabir: "I attended the prayer with the Messenger of Allah, peace and blessings be upon him, on the day of Eid, and he began with the prayer before the sermon, without adhan or iqamah."

However, the Sunnah came with a specific call for the eclipse prayer, which is: "Prayer is a comprehensive gathering" (As-salatu jami'ah), based on the hadith of Abdullah ibn Amr: "When the sun eclipsed during the time of the Messenger of Allah, peace and blessings be upon him, it was announced: 'Indeed, prayer is a comprehensive gathering.'"

Jurists differed on what falls outside of these: Hanafis and Malikis: Restricted the call of "Prayer is a comprehensive gathering" to the eclipse prayer only. They consider it disliked to use this phrase for the Eid prayer, Tarawih, or other prayers, because the origin of acts of worship is tawqif (to be limited to what is legislated). Hanbalis: Are of the view that the call of "Prayer is a comprehensive gathering" is legislated for the Eid prayer, the eclipse prayer, and the prayer for rain (istisqa'). They do not consider it legislated for the funeral prayer or Tarawih. Shafi'is: Are more expansive, holding the view that the call of "Prayer is a comprehensive gathering" is legislated for all prayers that are prescribed to be performed in congregation, except for the funeral prayer and vowed prayers, such as the two Eid prayers, the two eclipse prayers, the prayer for rain, Tarawih, and Witr.

The preponderant view is the impermissibility of calling to prayers except for what has been explicitly stated in the texts. Thus, the adhan is for the obligatory prayers, and "Prayer is a comprehensive gathering" is for the eclipse prayer.
