Is it permissible to purchase a computer in installments without interest through the bank, given that there is a penalty clause imposing a 2% late payment interest if installments are delayed for more than 55 days, knowing that there is no intention to delay and payments are deducted directly from the salary?

Stipulating a penalty for late payment of installments is usurious interest (riba), forbidden by Islamic law, and it is impermissible to enter into a transaction containing this forbidden condition, even with the intention of not delaying payment. This has been explicitly stated in a resolution by the Islamic Fiqh Academy.
