What is your advice regarding someone who cannot stop committing zina and refuses fasting as a means to abstain from it, and what are the effective methods for advising him?

Among the requirements and conditions of the phrase "La ilaha illa Allah" (There is no god but Allah) are submission and surrender to Allah's command and prohibition. Every Muslim must fulfill what Allah Almighty has enjoined upon them and avoid what Allah has forbidden. It is not permissible for a person to persist in a sin under the pretext of inability, for Allah has only legislated what we are capable of, as evidenced by His saying: (Allah does not burden a soul beyond its capacity), and the Prophet's (peace be upon him) saying: "Whatever I have forbidden you, avoid it; and whatever I have commanded you, do of it as much as you are able."

One who insists on sinning must be warned of a bad ending, and reminded that Hellfire is surrounded by desires, and Paradise is surrounded by hardships, and that this world is fleeting, and the Hereafter is either Paradise or Hellfire, and that Paradise is attained through striving against the self and patiently refraining from sins.

The foundation of salvation is strengthening faith, for it is what drives its possessor to do good deeds and abandon evil deeds. It is advised for whoever is able to marry to hasten to it, because it is obligatory for him, and he may incur sin by delaying it.
