How can a woman emigrate to Allah and His Messenger, protect her children, adhere to her religion, and deal with an environment where temptations and immorality are widespread, while her husband refuses to emigrate, and she faces pressures that prevent her from observing the niqab and other religious manifestations?

The Muslim is obligated to adhere to obedience and to raise his children upon guidance, as Allah Almighty says: "O you who have believed, protect yourselves and your families from a Fire" (Quran 66:6), and as the Prophet, peace and blessings be upon him, said: "All of you are shepherds, and all of you are responsible for your flock." To achieve this, spouses must set a divine program for educating their children. The Prophet, peace and blessings be upon him, raised the children of the Companions upon obedience from a young age. It is recommended to pray frequently for the daughter and to use lawful means to endear religion to her, such as studying the Quran, Fiqh, and the Sirah (Prophet's biography), encouraging her to memorize and learn, benefiting from the internet and other resources, and forming educational and recreational groups with righteous sisters. For safety from the evil of people, one must rely on Allah and recite adhkar (remembrances) such as the Two Protectors (Surah (definition) Al-Falaq and Surah An-Nas). If there is fear of fitnah (temptation/tribulation) for the family, it is recommended to try to convince the husband to move to another area within Palestine where a righteous environment is available. Emigration outside Palestine is not recommended at present due to its difficulties. As for the friend who shows signs of deviance, it is incumbent to advise her while being cautious about associating with her, and to choose righteous company.
