What is the ruling on one who recites Surat An-Nas in the first rak'ah and Surat Ad-Duha in the second rak'ah of the prayer?

The Sunnah for a worshiper is to recite the Qur’an in the order of the Mushaf. If one deviates from this, there is no sin upon him and his prayer is valid, even if his action is contrary to what is superior. The Sunnah for the Imam and the individual worshiper is to prolong the recitation in the first rak'ah more than in the second, so that the congregants can catch up. If he recites slightly longer in the second rak'ah, there is no harm, as this has been reported from him (peace and blessings of Allah be upon him) on some occasions. If he recites shorter in the first rak'ah than in the second, there is no harm upon him, but he would have abandoned what is better. As for the ma'mum (follower), he follows his Imam.
