What is the ruling on working as a female clerk at a government gambling company?

If a company operates gambling, then it is not permissible to work for it, because Allah has forbidden gambling. Earning from working for such a company is unlawful, and working for it is assisting in sin. Allah Almighty said: (And do not cooperate in sin and aggression).
