Is it permissible for a teacher who is not specialized to convey to students fatwas he has heard or read, and is he obliged to attribute the fatwa to its issuer?

If someone qualified to issue fatwas is asked a question and remembers fatwas from reputable scholars, there is no harm in him relaying them, as long as he does not attribute them to himself. Rather, he should say, "I heard so-and-so issue a fatwa on such-and-such," if he remembers it with certainty, without any doubt.
