Is it permissible to perform tayammum to remove major ritual impurity when water is available, if the the house does not have a bathroom?

If a person in a state of major ritual impurity (junub) is unable to perform ghusl (ritual bath) due to the unavailability of a place to seclude themselves, they should perform tayammum (dry ablution) and pray. It is not permissible for them to be negligent in performing the prayer. However, they must exert effort to find a place where they can seclude themselves to perform ghusl, such as a room in their home, or by going away from the neighborhood, or, for a woman, in the women's prayer area restroom in the mosque.
